Confirm the cooktop really does have power at its breaker, switching it fully off and back on once. Check that Control Lock is not engaged and, on induction models, that demo mode is not on, since both produce a cooktop that appears powered but unresponsive. Note whether the cooktop has ever shown a code, since that is useful information even if it is not showing one now.
